Mr. Khalil Ahmed joined in the Ministry of Cultural Affairs as the Secretary on 27th April 2023.  Prior to joining this position he was serving as Director General of Rural Development Academy (RDA), Bogra.  Mr. Khalil Ahmed belongs to BCS (Administration) Cadre (11th Batch). He joined Bangladesh Civil Service back in 01 April 1993.   In his professional arena, he served several important positions of central and field administration of Bangladesh Government. He served as Assistant Commissioner and Magistrate, Assistant Commissioner (Land), Senior Assistant Commissioner, Upazilla Nirbahi Officer (UNO) and Upazilla Magistrate in various location of field administration. In case of central administration, he served as Senior Assistant Secretary, Deputy Secretary in Finance Division and worked as National Consultant in Deeping MTBF and Strengthening Financial Accountability Project. He created a ten-chapter collection (1800 pages) of all laws, rules, orders, notifications, and circulars issued by the Finance Division while he was working there. On the website of the Finance Division, this compilation was released as an e-book in 2012. As Deputy Secretary, he worked in the Local Government Division and Expatriates Welfare and Overseas Employment Ministry. He edited the research oriented annual report for the Insurance Development and Regulatory Authority for the first time between 2010 and 2018 while serving as Executive Director (Joint Secretary) in the organization. In the Statistics and Information Management Department, Mr. Khalil Ahmad held the position of Additional Secretary.

 

In 1987, Mr. Khalil Ahmed graduated with honors from Bangladesh Agricultural University in Mymensingh with a BSC in Agricultural Economics, and in 1988, he received an MSC in Production Economics and Farm Management. In 2013, He earned another MSC degree in Economics and Finance for development from Bradford University, United Kingdom.

 

While serving as Executive Director (Joint Secretary) of the Insurance Development Regulatory Authority in FY 2017–18 and Director General of the Rural Development Academy in FY 2021–22, he received the National Integrity Award. During his leadership, Rural Development Academy Bogra was recognized as the top institution for its unique contribution to the ICT industry and received the Digital Bangladesh Award.

 

He had numerous significant domestic and international trainings after joining the Bangladesh Civil Service. He completed the Foundation Training Course, ACAD Course, and Senior Staff Course at the Bangladesh Public Administration Training Center. He also acquired training in law and administration from Bangladesh Administration Academy, as well as training in survey and settlement from Directorate of Survey. Additionally, he attended the Bangladesh Military Academy for military orientation training.

 

He obtained training on "Management through IT System" from the Asian Institute of Technology (AIT) in Thailand, "Middle Manager Course on Public Administration" from KOICA in South Korea, and "Financial Skill Development" from the International Training Center of the ILO in Italy. He took part in the Insurance Authority of China's "Workshop on Asian Solvency Regulation and Cooperation" (WASRC). He obtained insurance training at Goethe University in Germany, the Central Bank of Malaysia, and AIT in Thailand. In addition, he visited India, Thailand, Sri Lanka, South Korea, Malaysia, Singapore, Japan, Saudi Arabia, China, Vietnam, United Kingdom, Belarus, Italy and Germany for official purpose during his professional assignments.  

 

Mr. Khalil Ahmad was born in a distinguished Muslim family in Dhaka in 1965. He is the father of two sons.

 

Throughout his career, he has been associated with more than 15 publications. During his time at the Rural Development Academy Bogra, he was involved in more than 12 publications.
